Have your say on proposed changes to the provider and service approval processes

Last week, the Department of Education, Skills and Employment (DESE) in consultation with state and territory governments, released a Consultation Regulation Impact Statement (CRIS) on streamlining Early Childhood Education and Care Approval Processes across jurisdictions, which you can access here

DESE are currently seeking input on the proposed changes to the process for prospective providers to open an early childhood education and care service.

FDCA has long highlighted the significant barriers and additional administrative burden imposed on the family day care sector with regard to new provider and service approval processes, including in our submission to the 2019 Review of the National Quality Framework.

A review of the provider and service approval processes for family day care was one of the key recommendations we made in our Sector Viability Brief, underpinning discussions held through face-to-face meetings with Commonwealth and State Ministers and Departmental executives, from October to December 2019.

The CRIS takes into account stakeholder feedback received through the 2019 Review of the National Quality Framework and subsequent stakeholder consultations, including advocacy points put forward by FDCA.

Three options have been presented for consideration within the CRIS:

  • Option 1: Stay with Current Arrangements. At present, prospective family day care providers must submit three applications before opening an early childhood service: a provider approval application, a service approval application, and an application for Child Care Subsidy (CCS).
  • Option 2: Fully Joined-up Approval Processes. Under this option future applicants will submit joint applications through a single online portal within the NQA ITS, for both CCCS and NQF (service and provider) approval.
  • Option 3: Single Application Submission Only. Under this option, future applicants will submit a single application through an online portal within the NQA ITS, which will cover both CCS and NQF approval.

FDCA will be providing a formal response to the CRIS on behalf of our members, indicating our support for Option 2. This option addresses a majority of the issues FDCA has raised on behalf of members, while at the same time preserving the integrity of approval processes.

We encourage members to have their say on the proposed changes by sending an email to CCSA-ChildCareServiceApprovals@dese.gov.au by 8 January 2021.
