When parents share care or separate while a child is enrolled, childcare arrangements can become complex – particularly when both parents (or their new partners) share financial responsibility for childcare fees.
It’s important for services and educators to understand how enrolments and Complying Written Arrangements (CWAs) are managed in these situations, to support families with clarity and consistency while meeting compliance obligations.
Key points to remember:
Example:
A child attends care five days a week. The mother pays for Monday to Wednesday, and the father pays for Thursday and Friday. The service must submit sessions for Monday – Wednesday under the mother’s enrolment, and Thursday – Friday under the father’s enrolment. This ensures CCS is correctly applied to each parent.
Shared care arrangements require careful management to ensure fairness for families and compliance by providers. By maintaining clear communication, updating enrolments promptly, and submitting attendances accurately, services can support separated families while meeting their obligations under CCS requirements.
For more information, refer to the Department of Education’s Child Care Provider Handbook or visit the Department of Education website.
The latest ACECQA National Quality Framework (NQF) Snapshot has been released, revealing that there are now 18,018 approved services operating under the NQF across Australia. This is a 2% increase over the last 12 months.
The Q2 2025 NQF Snapshot shows that there are 412 approved family day care services operating across Australia, with 76% of services having a NQS rating of Meeting NQS or higher, this is an increase of 7% over the last 12 months.
